I cannot comment without more information.
What mouthpiece/reed setup are they using?
Are you trying their setup or using your own?
Are you teaching them proper breath support and breathing techniques?
Assuming a good match in terms of setup, there is no reason why a small
person cannot produce enough air (barring physical ailments, of course) to
play the full dynamic range of a saxophone or clarinet. It is, however,
often more necessary for them to breathe correctly, at least in my experience.
