Answer: yes and no. The real source of the problem is that
clarinets have two registers separated by a 12th, whereas all
other winds have two registers separated by an octave. Because
of that minor difference, we have multiply-pitched clarinets.

Now that's the answer, but the evidence in support of that
statement is a 35 page scholarly paper published in the 1995
Mozart Jahrbuch.
