When two hands collide they vibrate creating pressure waves in the air
which are transmitted to the listener's ear.

Not knowing what sound they desire I would say if they wish to make the
sound of a hand clapping they do need to collide their hands in some way.

No. It, of course, makes an almost undetectable sound of air swishing back
and forth. I can blow on a clarinet reed alone and create a "sound", also.
