Several opinions on this topic have been sent to this list.
But the only thing to matter is what you mean by it. Some people obviously
think it important who invented a the technique to make a good staccato:
Bonade or someone else. Well, I do not want to be arrogant, but the inventor
is me: Together with probably at least a few thousand clarinet teachers I
invented that for a good and clear non-legato play it was necessary to let
the air flow and move nothing but your breath, and, at need, your fingers.
The only time I failed to teach so to a student of mine was, when she was
heavily in love and had much more important issues to solve.
