I saw a lifetime collection of papers and fossil samples come to our
university and end up in the subbasement waiting to be carted out to a
dumpster.

I argued vigorously against accepting it because we don't have the
resources at this liberal arts university to maintain even one collection
like that. Even with a well-maintained library, a gift several years ago
of a complete set of Newbery Medal books has fallen to pilferers.

Short of offering an endowment with the gift to generate funds to employ a
curator for the collection I can't suggest an alternative solution to this
very great dilemma. One could of course scan the material, put it on the
Web and declare it to be in the public domain so that there might be enough
amateur "curators" out there to assure that it wouldn't be lost, but that
isn't a very good solution either.
