Perhaps I'm missing something, but it would seem you could first ask people
what part they wished to play. If more than X number of people divided by 3
wish to play First Clarinet then set up a reasonable rotation system. If
more than one person wishes to play the First/Solo chair, rotate that, too.
Rotate the entire section, if necessary.

Rotate by piece, rehearsal, concert, phase of the moon, year, whatever
everyone is comfortable with.

Then again, I find playing Third Clarinet is often more challenging. All
those crazy transcriptions of string parts with sixteenths running through
the break at tempo di-you've got to be kidding.
