Yes, that's true. She can read bass clef from piano lessons long ago, but
she just doesn't have the muscle memory to apply it to clarinet. I even have
a hard time at it, but it's because I keep slipping into concert pitch, e.g.
seeing written bass clef middle F and hearing "clarinet open G". The curse
of playing trombone as a concert pitch instrument and also having close to
perfect pitch hearing and then trying to play transposing instruments like
clarinet and trumpet. I have the problem in spades trying to play french
horn... :-/

It's all a matter of self-confidence. For now, yes, thanks to previous
transcription efforts we have a TC part for her. And you're preaching to the
choir (on my part anyway) about the benefits of learning to read bass clef
and applying it to clarinet. I've been trying to convince her that she
should learn to do that. But she has a lot of other $#!+ going on right now
(she very recently lost her 24 year old younger brother to cancer), so I'm
not going to push her at this time. Perhaps in the future she'll have more
time and inclination to learn this skill, but not right now... :-/
