I've always been on the lookout for this particular pitch - the tone hole
is the largest of the 6 on the top of the clarinet (the ones covered by
fingers, that is), and sometimes instrument makers go a little too far.
Makers of student horns are notorious. Some players have had success by
filling the tone hole partially with cork grease (I can't remember which
is best, the upper side or the lower side of the tone hole; you can
experiment to find out). It's possible to make more permanent changes in
the size of the tone hole, but the cork grease experiment will not do
anything irrevocable to your horn.

More experienced people on the list can probably contribute more concrete
