Yes, it is the album's title.

Except for a few words, the liner's text uses the Hebrew
alphabet, which
I can't transliterate. There are a few transliterated song
titles, but
it was the text that would've interested me.

There is one Englsh phrase: "Moshe Berlin & Klezmers playing
Carlebach".
I was curious who or what "Carlebach" is?

The song titles, just for the record, are --- a few characters
are
blurred --- (1) Esso Ainai, (2) K'vakorat, (3) Moshe V'aharom,
(4)
Mizmor Shir, (5) ?fros Alein, (6) Od Yish??na, (7) M'loch
[Shochein Ad],
(8) V'zokheir, (9) Nigun Krakov [Akheinu], and (10) B'shem
Hashem.
