In my view, you should publish it correctly in C, and further make it clear
that you're providing *the Bb part* only for those who choose to have a
"defective" playing experience:-)

Yes, bravo -- unlike Baerenreiter, for example, who provide horn parts only
in F for K622. Grrr!!
