Nicholas,

Mostly, you get students by word of mouth recommendations, and those don't
come at the beginning without someone's sending them to you. Get to actually
know the local school teachers. You don't get students by "putting
[your]self out there...." You get students from school teachers who have
learned to trust you and the way you work with students they send to you. A
teacher may experiment by sending a student to an unknown teacher once, but
you can be sure, if he is conscientious, that he will keep tabs on how
things are going.

Most everyone I know has gotten students initially by joining (being
accepted into) the faculty of a music school of some kind that has drawing
power in the area (because they've built a reputation for hiring quality
teachers). To do that you need to be able to show the school administrators
reasons (references, performing experience, etc.) why they should hire you.
If you build a successful class, you may find that your reputation and
association with the school draw other students to you and you can begin to
make your own arrangements independent of the school affiliation (don't try
to steal students from the school - it's not nice and you'll probably be
fired if you're caught doing it).
