First, when I am in Tucson, I eat Mexican, not pizza. So save
your money.

Second, how the NY Times would have printed Tony's name would
depend on how the reporter got the quote credited to him. And
the first thing a reporter does in such an interview is to ask
"How would you like your name to appear if you are quoted?" So
the name spelling would be consistent with whatever Tony
answered, which is probably "Tony" since he seems to prefer that.

One more question for you: Would not the NY Times almost
certainly print Tony
Pay's name as "Antony Pay"?
