That may ALSO be another interpretation, but it is clear that it
implies that the repeat were standard on the da capo; i.e., there
were repeats and (as you suggest) they were normally done loudly.
Here there are repeats and in this one case they are done softly.

BUT THERE WERE REPEATS.

Would this not further imply, since the instruction is so
explicit, that
normally the repeats were _not_ done softly?
