Yes, quality. Despite the billions of dollars spent on health care, average
health in the U.S. is behind many other nations. We have infant mortality
statistics that shoals be a scandal.

I'm not saying we don't have great hospitals, doctors, nurses and other
health professionals in the U.S. The dedication of most of these people is
exemplary.

However, quality care is not available to all. Many people fear to get
medical treatment for fear of becoming bankrupt. Quote PBS website:

So yes, the quality as it is distributed evenly is sadly lacking. Huge
amounts of the $$$ spent on "health care" goes to administration, claims processing,
insurance, not to people needing health care.
