Probably you'll get lots of suggestions about how to learn to flutter
"legitimately." But if it's for one note and you want a work-around, you can
come close to the raucous effect that is probably wanted by humming as you
play the note. If you can manage to have enough saliva available to gargle
in the back of your throat, that might work, too. Real fluttertongue is a
technique that many players find very difficult (for some, impossible) to
learn, and the higher up you go, the harder it is to flutter. I find the G#
you mention to be at the edge of where I can actually flutter, and for jazzy
effects up higher I usually resort to humming. It's more of the "dirty"
sound you hear in some Dixieland, but I suspect, from what I remember of the
"Annie" music, that that's what's wanted anyway. It isn't Berg or
Stravinsky, after all.
