Here is another article which says the correct pitch for the clarinet
mouthpiece is a concert B above the staff (same as a B-flat clarinet C sharp).

I tried this with my tuner (after replacing the battery) and found that
with the first reed I was above a B but with another reed could achieve a B
although I tended to be on the high side. It was hard to achieve a stable
enough pitch for accurate measurement.
