Francois Kloc answered the question several years ago. He confirmed
that the E13 Master Model was an R13 with cosmetic flaws.

I went to the post you referred to...and I understand what François said.
It's clear that people get the model numbers confused....even François. I
believe he was referring to the E13..not the Master Model (E12).

The E13 is the Evette Shaf....which is the instrument that was also thought
to be the R13 with cosmetic flaws. I think François intended to confirm this
in his post.
The E12 Master Model is a student level clarinet one step down from the E13.
The bore, keywork and other features do not come close the R13. I do not
think that the Master Model was the clarinet he was referring to.
And...the E11 was always the bottom level student entry, manufactured in
West Germany. This clarinet has always been a good player....but the keywork
is soft and a problem. The bore and tone hole placement make it a great
beginning clarinet, especially if one is going to step up to the R13 or
other pro line Buffet clarinets.
Of course now....they have added the B11 and B10. Both resin clarinets and I
feel like great choices for beginners. I don't think that the E13 or E12 is
available now. I haven't follow the student line clarinets carefully for a
while now. When I had a large studio I was "in the know"...but it's been a
while now. I'll check with François and get up to date.
