Allen's response to the question posed originally is very
interesting and revealing.

The original poster questioned the pitch of the clarinet of a
passage in the Bartok Concerto for Orchestra solely because of
his opinion that "it worked better on the other clarinet." Now
Allen comes along as says that it seems OK to him.

This shows that opinion or subjective judgement on which pitched
clarinet to use is certainly not a universal truth. And I
mention this solely because almost every time a change from the
composer-directed clarinet takes place it is invariably
accompanied by the assertion that "it works better" on the other
clarinet. And that kind of thinking swiftly invades the clarinet
world so as to justify any change from any clarinet to any other
under any circumstance including the weather.

I can understand the "insufficient time to change instument"
argument (though I don't believe it), but the "It works better on
the other clarinet" argument translated to English from English
should read, "I like it that way," which under almost all
circumstances is no reason at all.

If I were not a clarinet player, I would be tempted to say that
all clarinet players are suckers for subjective arguments that
they wisper to themsevles and which have little basis for being
asserted as universal truths.

Opinion on 2nd question: Both measures are written as Bartok
intended. The change has always seemed correct to me as a
listener, so, as
a player I play it. It appears that way in both of my scores.
