Well, I'm an idiot then, aren't I? Do you know, I've never even *read* what
it actually says, as you can see from above. I've just always assumed it
meant 'quaver = 69' without even thinking about it.

Well, it seems at first sight an odd marking since the time signature is
3/8, which would normally demand a metronome mark either of quaver or
*dotted* crotchet.... ;-)
But there are two things in particular that make me think it should be a
quaver, not a crotchet.
(i) it makes a better "metric modulation" to the fast 5/8 which is one bar =
69.
(ii) there's a point late in the second movement where the opening theme
recurs, transposed, with the notes having "whole bar" lengths. At the 5/8
tempo this is "note = 69", which is the same speed as the opening *if we
take the opening tempo to be quaver = 69*.
However I'm willing to be persuaded that this is me just thinking I "know
better than the composer what he wanted". ;-)
