I'm not so sure ... and I think I'm probably to blame for not explaining
well enough ...

The grades I was referring to were regular "school" grades, nothing to do
with any sort of music "level".

School band and orchestra programs in my area start at about 5th "school"
grade. There are "band festivals" and "solo & ensemble festivals" starting
at the 8th "school" grade, with music that is selected by the state or
festival organizers that should be appropriate for their age level. The
difficulty levels per age generally follow the same level of difficulty for
someone with equivalent years of practice under the ABRSM guidelines.

Some students may have had no formal training for their instruments - in our
area, even though it might be considered a well-to-do suburb, the schools
only provide band classes and no instrumental instruction. The students are
expected to either learn the basics of their instruments themselves or seek
private lessons.
