They are correct. There is no system in the US.

Presumably, students judge their progress through input from their
teachers, festivals, honor music groups (some states like New York have
many levels), etc. I believe that this works ok for students in more
populated areas, I am not sure about the students who are more isolated.

One problem, is that occasionally a self-taught student (no private
instructor) does well in this system, then goes off to college to major in
music and is very resistant to instruction from their instrumental
instructor and ends up dropping out.
