The federal government has a long standing policy of placing people
temporarily until permanent slots can be found for them. Imagine being
displaced from some defunct project but getting a job as a "bugler" for
military funerals and standing in for a live bugler for 8-10 funerals per
day. Bugles the mind, huh?
The next obvious development is animatronics like at Disneyland. Placed at
a distance, the "buglers" (you could have a whole brass band) will march to
the crest of a hill and begin to play. Only guests with binoculars would
have even the remotest chance of knowing they're all papier mache.
