That's not "No Child Left Behind" it is "IDEA". The 20% who are "special"
get priority; the 20% who are "gifted" come next. Then, if there's any
money left, the 60 % who are "normal" get an education. At what point do
you stop accommodating the profoundly retarded child whose mother insists
that he play in the band?
