School budgets were already in trouble, of course. But you know that
it's really getting serious when a school district (Contra Costa,
California) eliminates not only all performing arts including music (as
one of my town's school districts has also done) but also all sports and
all libraries and all guidance counselors. I had to re-read the
newspaper article several times to be sure it said what I thought it
said. Schools without any performing arts or sports or libraries or
counsellors at all?

Although this doesn't relate to music, test scores of special education
students (learning disabled) are penalized for using calculators and
dictionaries during an exam. So one of our school districts is
considering taking calcuators and dictionaries away from special
education students in order to improve the _district's_ overall test
scores --- even though the special education students will do worse in
their tests. Poorer performance, better scores. Talk about
double-speak.
