Yes, they do. But it's worth asking yourself exactly _why_ you feel
that you need to go up a strength? Sometimes you may want a reed
that's soft enough in order that you can manipulate it and get different
sounds. Also, each mouthpiece has a range of stiffnesses at which they
play best. You can go too far in either direction (of stiffness), and
then (perhaps) blame the 'bad sound' on yourself when it's actually
caused by an incompatible combination of reed and mouthpiece.

Pardon the pun, but "wrestling" with your reed usually is not a good
thing.
