Though I have a pair of Reform-Boehm Wurlitzers with these resonance holes in the bell, I hear that that was discontinued at some time. On my clarinet, it was interesting that it didn't work when I tried to cover it up after adding a low E resonance/pitch key. Thought it wouldn't be necessary any more but the E/B was very stuffy and too flat without it. The newer models apparently have a different shape to the bell. I heard that the reason for this hole was pure convenience - in order to use the same bells as on his German system.
