I wonder if Costco's musical buyer knows how bad the clarinets are?
After all, a clarinet looks (to someone who doesn't know) to be a
simpler instrument than a guitar or keyboard. A clarinet is just a
tube with some holes drilled in it, isn't it? So why shouldn't a
factory be able to manufactrure an economy clarinet for the same
$85-$100 as an economy guitar, in which the wood has been shaped into
difficult-looking and is much larger?

Ginger asked "Why isn't there a law?" I don't know how serious he was
in her comment, but there are laws against false advertising, of course;
and yes it is frustrating to think about students who are misled by junk
instruments and give up on music. But.... Should there also be a law
against manufacturing (say) the tools on those $1.49 junk tool tables at
the hardware store? (where heads fall off hammer handles, sockets
crack, plier jaws crumble, etc)? Can/should laws try to solve every
problem?
