George, since you asked:

It is allowed in *some* locations within *some* cities, and not in
others. There's no single law that applies everywhere.

One of my teen-aged relatives got a 4-person drum circle together
(interesting stuff with movement, not just noise). Even after the four
kids had split the proceeds during a summer vacation, his share was
enough to make the down payment on a shiny new pickup truck, (which he
claimed was the 'coolest' truck of any at his high school, and he still
drives it now that he's in college).

The group performed in the city's entertainment district where the
authorities didn't object, and where the restaurants & bars encouraged
him because the performances attracted crowds to their front doors. He
would not have been allowed to perform in other areas of downtown, such
as the financial or motel districts.
