A couple of years back I recall that Sean Osborn said he had done an
arrangement of the Finzi, but that since he did not own the rights to it he
could not sell it (this is the way I remember it). You may wish to contact
him. The Vaughan Williams Six Studies in English folk songs has a string
quartet accompaniment at:

Perhaps that could be expanded. If you want, there is always the Baermannn
Adagio.

The Finzi Concerto is for Clarinet and String Orchestra.
