The shape and characteristics of that instrument reminded me of the Chinese Sona. I have two of them, but they are the more "folk" style in that they have no keys. They are both different, both old, but they have the same metal bells etc. as this instrument. I don't know that much about the Chinese instruments (more on Greek, Balkan, and Near Eastern), but my guess was Chinese, and I think that the person who sent us the link to the Chinese site has it correct. It would be common for people to develop a more "sophisticated" version of their folk instrument.
