Looks like a taragato to me also, although I've not seen a metal bell
before.

I've seen and heard them played in Egypt...in popular bands. Hot!

They do use a double reed. Very short reed. I have a primitive wooden
version. Conical and even with a double reed sounds very much like a
saxophone.
