Langwill gives not Van Marle but Van Marly & Cie. (Cie means Company) . 20th
century French, dealers, clients of Thibouville Freres (brothers) who
started in 1857. Thus they MIGHT not have made their own horns. Any other
markings on it?

A low Eb is limiting but from your description it sounds a nice instrument.
Is the regulation good, especially of the double octave key? Here are some
tests: Play slowly between low G/A and clarion D/E and see if the register
keys change smoothly with no blips. Can you play a D and an F# (top of the
stave) immediately you put it in your mouth, before playing other notes, at
any dynamic? Does the fork Bb/Eb work? Does the low Eb play with a touch
only on the Eb key, not too hard? These are not terminal problems but could
indicate need for overhaul, which would add to the cost (but would not
inhibit me if I liked the instrument). Try to make your judgement on the
instrument not the name. You have looked at the right features of tone,
intonation and response. Keywork condition?
