I have seen this as well on very old Buffet clarinets. The tenons on the mouthpiece must have been larger back then. The lower tenon socket on the barrel is close to waht is used on more recent horns.

Mor likely the original barrels have been lost, or have cracked so severly that they were discarded.

No, but you can line the tenon socket with teflon as at least a temporary fix. I have found it more satisfactory to replace the barrel if you really want to play the instrument.
