Yes, unless someone knows of some other source that indicates differently.
Check the accompaniment. I don't have an orchestra score, but the piano
reduction (for the Durand edition) seems clear. Measure 5 supports an F-flat
(concert E-double flat), while the harmony in measure 6 (and 7) supports
F-natural (concert E-flat).
