I suspect he was referring to flexibility of passagework, rather than
quality of sound or intonation. My impression is that Albert- and
Mueller-system clarinets are by no means fully chromatic in the same sense
as the Boehm instrument. Oehler-system is much better (but probably still
not quite as good as Boehm).
