In neither case does the notation correspond directly to the sound. It's
just that clarinet players are more accustomed to reading to treble clef and
so find it more natural (i.e. familiar) when they move to the bigger
instrument.

You were right later in your post in mentioning persistent leger lines as a
nuisance for extended low register passages. Of course an 8va sign can be
used to ease that as well.
