My response may sound a little noncommittal, but it's intended to be
general. The bottom line with your budget is to get as much computer as
you can get for your $1300 or so. Sound cards on Windows based
laptops can vary in quality, but they are usually on the mid to low end
range.

Background noise from the motherboard and other processors can also be a
problem on Windows based laptops. I don't have any first hand
experience on Macs. I have used 3 laptops since 1996. Two of them had
tremendous amounts of background noise and the third had virtually none.
The third one also cost $3030 out the door. With laptops you'll
definitely get what you pay for.

A good and simple test for background notice will be using the Windows
program Sound Recorder ( Start > Programs > Accessories > Entertainment
on Windows XP Pro ). You can start the recorder and just say "Testing
1.. 2.. 3.." etc. Give it about 5-10 seconds of audio. Play it back
and you'll hear the background notice. If you have a microphone that
you know you'll be using make sure you bring that with you for your
testing. Then you will get a mostly true and accurate indication of
what would happen in your real editing.

The only brand that I don't think you'll be able to test at any kind of
computer store would be Dell as they don't have any retail stores to my
knowledge. Most other brands have their models either in their own
store ( The Gateway Stores ) or in Best Buy, Staples, Office Depot,
Circuit City, etc.

I don't have any experience with audio editing software.
