yes, intonation problems such as that can be fixed....

first...take a look at Clark Fobes article;
Tuning and Voicing the Clarinet: Procedure and Techniques
Clark W Fobes - Copyright 2000

he goes into some detail as to the method and procedures to establish the
degree of the problem and methods for cure. some are able to be attempted by
players...some needs be accomplished by professional repair persons....

i believe the article is in the klarinet archives ...
