My father had a Windows 98 system where the pitch was fine but the
sound card's midi was in B, a half-step off. It was a $10 sound card
that came with the computer. Replacing it with a different $10 card
solved the problem; easiest solution if the card isn't particularly
nice, isn't attached to the motherboard (most sound cards from the
Win98 era weren't) and you're at all comfortable playing with the
inside of the computer.
