I don't use Klose as a beginning book, but when I move my students over to
it, my basic instructions -- or at least, suggestions, to start with -- is
ignore every other breath mark. Then, as they move along, cut out more. I
personally take it to mean, "If you need a breath, this is an acceptable
place to take a breath." Not that you MUST take a breath here, every time.

The C. L. Staats edition, from which I studied, did not have them. The
first time I saw the Bellison edition of the book, I thought the editor must
have been paid by the breath mark.
