go by the "98.4%" positive statistic.

I am personally leary of anyone with less that a 99.8%. Of course there are people who post frivilous negatives but a good reputable seller will have very high feedback. I rarely see percentages under 99% even in very high feedback ratings. If you are planning on bidding on a high priced item it is worth skimming through all the feedback and reading the negatives. Also, check to see if alot of the positives are from unregistered users.
