It is written "tremelo dental" without any sort of break other than the
space. I believe this term is one used for flutter-tongue. Although, I
must admit, this is a very unusual term for fluttertonge, and I'm a bit
stumped. But it just has to be!

This is exactly the same music as at reh. 7. It is very clearly an E
natural. Celli , violas and 2nd violins all have a concert D at that
point. I'm curious about what your part looks like to imply and e-flat!

I think your reh. 24 is in the wrong place!! In my score, the fifth
measure of 24 is the measure before 25, where the clarinet has rests on
eighth note beats 2,3,4,5,6!

You'll need to clarify for me. Especially the "beat 11" part of your
question!
