You should not transpose it as the timbre of the notes played will be
vastly different from what was written by Francaix. That would bother
me a lot if I were a Judge even though the pitch remains the same, the
timbre matters too. As well, the piece is copywritten so technically
you are not permitted to make your own edition of that work without
permission - a technicality that could trip you up.
Would you re-write the Nielsen Concerto so that a D Double Sharp is an
E?
Just play what is written, it isn't that hard. As for the Piano part,
a very good accompanist can play it and will know what parts are
important (give him/her a recording of the work to help out).
