Please pay some attention to what Richard Bush says. I think he is
right on the money:

"The buzzzzzz could be the two layers of a pad beating against each
other when the pad is in the open position, when there is no tension is
created by the edges of the tone hole and when the air is rushing past
it. The only pad that fits this description, being open for all throat
tones, is the little pad that is part of the first and top ring key.
This pad cup and pad reside under the finger touch portion of the
throat tone "A" key."

My R13 had a buzz on middle of the staff B that drove me nuts for a
long time. Finally a good repair tech spent enough time with me and my
horn to figure it out. At first it seemed that the Ab/Eb key spring was
too soft and allowed the key to vibrate when I played a loud B. When
tightening that spring didn't help, he replaced the pad and all was
well. Notice that in this case the Ab/Eb pad was actually closed, but
still buzzed enough to ruin the B.

Replace that little pad and see if Richard is right - I bet he is. I
would also suspect the A and G# pads.

P.S. Being a Vito and practically ancient doesn't mean this clarinet
can't sound good and play well. My combat clarinet is a Vito V40 and
everyone who has tried it is impressed.
