It's most likely that the pads are being damaged by oil. Perhaps the tech
didn't wait long enough and wipe down your horn sufficiently when it was
last oiled. I won't open that can of worms "to oil or not to oil'" but will
suggest that if you do continue to oil regularly, place wax paper or saran
wrap under each pad before oiling.
I usually see pads such as you described in my shop when, for some obscure
reason, students are given key oil in their "care kits." The excessive oil
also causes corks to slide off as well as dust and lint to become a gooey
mess.
