When you say that the Normandy "isn't able to handle all of the things I
want to do... it just doesn't respond that well and makes things harder,"
are you comparing it to something else you've tried? And are you certain the
Normandy is in the best possible condition?

A great many response problems (which can develop on "pro" quality
instruments as well) are either the result of the player's technical
weaknesses or poor regulation of the instrument. Or they are caused by
mouthpiece/reed problems that can be solved less expensively than buying a
new instrument, especially another student model. What does your teacher at
Eastman say?

An E-13 is a decent student instrument, but my advice is to look elsewhere
for the cause of your response problems. But, if you want to pursue a new
clarinet, go to a store in Rochester (I assume there is one so close to a
conservatory of Eastman's reputation) and try several in your price range -
E-13 doesn't fit the description you've given ("good choice for college
students not majoring...") any better than a number of other top student
line instruments, including those made by Leblanc, Yamaha and Selmer, among
others.

And ask your teacher. He hears you play first-hand and knows the equipment
you're using.

My 2 cents' worth...
