"Gotten by with" a longer barrel? Actually, that is the expensive
way! But yes, I do have a modified hose washer in one of my clarinets as a
more or less permanent tuning ring, held in by friction. As long as the
hole diameter is close to but NOT SMALLER THAN the bore of the instrument
it will work fine, or certainly be an improvement over leaving a "lacuna"
in there. I have the metal set of tuning rings that came with my DEG
Accubore barrel, too. They are better for fine adjustments, since they are
much thinner (I believe, .5mm, 1.0mm, and 1.5mm), but also tend to be loose
and fall out when you take the clarinet apart.

If you want to glue tuning rings in but not too tightly, try a little dab
of standard rubber cement. It is simply a relatively weak contact cement,
and will cause no damage.
