I'm just reluctant to use it on my clarinet if there is any risk, but I
love the idea of gluing the tuning rings in after losing so many.

There's usually some conceivable way that any substance can cause
problems; but in general, contact cement does not damage wood. If it
did, then contact cement wouldn't be used to hold cork on tenons.
However, as others have pointed out, why use an adhesive that's
difficult to remove if you don't need to use it?

For example, if the metal ring on a joint socket is loose, sometimes
technicians slide a bit of paper under the ring --- and simple friction
keeps the ring from falling off. This avoids a permanent bond between
metal and wood (which expand at different rates from heat and moisture
and therefore (conceivably) could cause a crack.
