No it's not dangerous. Hard rubber will turn greenish brown over time if
exposed to too much sunlight. Notice that the inside is still probably nice
and black. You may even see where the ligature was if it was stored with a
ligature on it.

All that is happening is that the surface layer is losing a little bit of
the elements used in vulcanizing the rubber.
