I agree that there's a bit of an elitist implication in "Only highly qualified applicants," but I think it's mainly done just as something to discourage people. Many of you have probably met clarinetists young and old who refuse to accept the reality that they are not as good as they think they are. I've seen awful players, many in their 20's from conservatories, who insist upon taking major auditions and wasting the committee's time. If adding a line like that can discourage anywhere from 100 to 1,000 unqualified players, I can hardly blame them for trying to weed out the field.
